Government Decree N 1976-N — technical requirements and registration order for cash registers

This is the master document for cash registers in Armenia. The Tax Code itself (Articles 380, 380.1, 381) only delegates the technical detail to the Government — and this decree is where it actually lives. It bundles nine annexes: (1) technical requirements for the physical cash register and its network module, (2) order of registration and de-registration of a hardware cash register in the tax authority, (3) rules of using a hardware cash register, (4) order of issuing electronic receipts via electronic cash registers, (5) technical requirements for electronic cash registers (the spec every approved virtual-CR provider implements), (6) order of accounting / de-accounting for electronic cash registers, (7) mandatory attributes of receipts issued via electronic cash registers, (8) requirements for the website or electronic application (e-commerce platform), (9) rules for using electronic cash registers for platform passenger transport and passenger-taxi transport. Annex N 9 was added by Government Decree N 1348-Ն of 22 August 2024, effective 1 September 2024. The decree replaced the prior-generation N 1318-Ն of 5 October 2017. The clauses below are the operative part only — the annexes themselves carry the detailed technical specifications and are available in Armenian on ARLIS.
