This 2012 decree created the State Non-Commercial Organisation (SNCO) «Հսկիչ-դրամարկղային մեքենաների ներդրման գրասենյակ» — the Cash Register Implementation Office. For nearly nine years it was both regulator and market participant: it issued conformity assessments for cash-register models, organised their technical servicing, and at one point even imported and sold registers itself. In March 2019 the cabinet liberalised the market (Decrees N 331, N 332, N 310 of 29 March 2019), opening the import / sale / service of cash registers to any business. The SNCO's monopoly ended; only the conformity-assessment function and a remaining duty to provide free cash registers to taxpayers in border villages stayed. On 30 December 2021 the cabinet voted to dissolve the SNCO (decree N 2205-Ա), forgiving 47,366,037 drams of unpaid intermediary commissions and 145,290,600 drams of accumulated late-payment penalties on installment-plan registers — figures from the cabinet's briefing. Functions transferred directly to the State Revenue Committee. This decree is still formally in force, but the SNCO it created no longer exists.     To authorise the office to set the monthly cash-register technical-service price as follows: (1) for taxpayers with prior-year sales revenue of 500 million drams or more — up to 3600 drams (incl. VAT); (2) 115–500 million drams — up to 3000 drams; (3) other taxpayers (excluding villages) — up to 1200 drams; (4) non-border villages — up to 900 drams; (5) **border villages — free of charge**.
